Here is perhaps the first real mainstream media coverage in the U.S.A on the

Up to this point in time the
mainstream media has largely "ignored" the subject of the ongoing
myriad of weather modification programs and experiments. Jets leaving
persistent jet contrails that are modifying our weather, covering our skies in
man-made clouds and white haze, exacerbating global warming, and polluting our
environment with jet fuel emissions, have also been ignored by our elected
officials and mainstream media. When atmospheric heating and testing programs
are added to this mix of experiments, pollutants, and man-made clouds, the
synergistic effects may be adversely impacting public health and having negative
consequences on our natural resources.

WEATHER MODIFICATION BILL FAST TRACKING FOR
PASSAGE IN U.S. SENATE & HOUSE OF REPRESENTATIVES By Rosalind

U.S. Senate Bill 517
and U.S. House Bill 2995, a bill that would allow experimental weather
modification by artificial methods and implement a national weather
modification policy, does not include agriculture or public oversight, is
on the “fast track” to be passed in 2006.
This bill is designed
to implement experimental weather modification. The appointed Board of
Directors established by this bill does not include any agricultural, water,
EPA, or public representatives, and has no provisions for Congressional, State,
County, or public oversight of their actions or expenditures.
Weather Modification
may adversely impact agricultural crops and water supplies. If the weather is changed in one state,
region or county it may have severe consequences in another region, state or
county. And who is going to decide the
type of weather modification experimentation and who it will benefit or
adversely impact?

“Tonight, a community in the San Bernardino mountains
has a real mystery on its hands. The official explanation here is that jet
contrails are causing strange lines in the sky and that it’s pollen making
people sick on the ground. But others are convinced it is something else. And
they ask: ‘Is the government experimenting with our weather?’”
Cedar Glenn,
California,
resident Gretchen Sherman: “There is a huge dust cloud.”
Paul Moyer:
Long-time Cedar Glenn resident, Gretchen Sherman, says she has never seen
anything like it.
Paul Moyer:
“How big was it?”
Sherman:
“Oh, it covered the entire Cedar Glen area.”
Paul Moyer:
A cloud of dust leaving a sticky yellow slime all over her car. It happened
again last February (2006). And calls began pouring in to the local Alpenhorn
newspaper.
Alpenhorn News Publisher,
Dennis Labadie: “And they had a tremendous upsurge of
children that were not going to school at that point.”
Paul Moyer:
Pharmacist Ed Burrows says it is the most mysterious illness he’s seen in
twenty-two years on the mountain.
Ed Burrows:
“A lot of eye infection problems, upper respiratory problems, nose bleeds.”
Paul Moyer: The nearby
March Air force Base says it didn’t come from them. Others said it was a pollen
cloud. The Department of Health found a yellowish tint on a tissue submitted
for testing. But (quote): "There was no sign of any biological form such
as cedar pollen.” And the test was ruled inconclusive. And it wasn’t long
before things ballooned into a sky-high mystery.
Paul Moyer:
The story is not just here in Crestline and the alleged yellow cloud. People
say the government is up there in airplanes spraying all kinds of chemicals to
change or manipulate the weather.
Paul Moyer:
Leaving what you see there. And they call that a chemtrail? “So when I look up
there and what I think are contrails, you’re telling me are chemtrails.”

Report, Laurie Kelly: “Yes. A contrail would be dissipated by

“It would?”
Laurie Kelly:
“Yes, It would.”
Paul Moyer:
Chemtrails. On the Internet they are cited as proof of the government creating
clouds to combat global warming. In response the Air Force says that [quote]:
“There is no such thing as a chemtrail. The actual contrails are a safe and
natural phenomenon. And that people are seeing more contrails simply because
there are more jets forming large clouds, depending on weather conditions, as
in this video of alleged chemtrails shot near San
Francisco.”
Professor Gregory Benford of UC Irvine works with the
Department of Energy (DOE) on weather research.
Gregory Benford:
After viewing a short film segment of the skies above San
Francisco and Marin County
Professor Benford stated: “I think these are contrails.” Another film segment
brought the following statement: “That’s very odd. They could be very large
contrails.”
Paul Moyer:
He says the DOE doesn’t know of any jets spraying chemicals to affect the
weather. However, he says, we will probably see it in the near future.
Gregory Benford:
“You’ve got to, in a sense, engineer all these, so you get the right kind of
clouds, with the effects we want.”
Paul Moyer:
It is called geoengineering. Fighting global warming by putting a chemical dust
in the atmosphere and reflecting harmful radiation back into space.
Gregory Benford:
“You could use barium oxide, for example, which makes big fluffy clouds. You
could use tiny little bits of aluminum, which is benign in the environment, and
essentially manage the climate.”
But Rosalind Peterson of California Skywatch (former
California U.S.D.A., Certified Crop Loss Adjustor / More information-Website:
californiaskywatch.com) says Health Department records show a sharp increase in
both chemicals in the water supply of Northern California, dating from the time
the huge contrails first appeared over her home in Mendocino County
(California).
Rosalind Peterson:
“And what I found was unusual spiking (in California
drinking water tests) since the early 1990s, and barium, aluminum…”
Paul Moyer:
“What’s the significance of the barium and the aluminum?”
Rosalind Peterson:
“I went and got all the tests (from the California State Department of Health,
Drinking Water Division since 1984) and all these things in the same test would
be up way over state and federal standards. This had to be airborne because how
could it get into such diverse regions of our county (and State drinking water
supplies)?
Rosalind Peterson:
“We have jets going in every direction: Xs, east-west, north-south, circles.
There is something going on in the air. I don’t know exactly what but I think
there is some experimentation.”

“Is it legal?”
Rosalind Peterson:
“I don’t know because we haven’t had a public discussion.”
Paul Moyer:
But what is unknown today may be actual fact tomorrow thanks to a bill soon to
be voted on in the U.S. Senate, a weather modification act calling for research
in [quote] “...attempting to change or control by artificial methods the
natural development of atmospheric cloud forms…”
Paul Moyer:
“Doesn’t it seem to you that they’re going to be doing it in future, for sure?”
Rosalind Peterson: “Yes, and if they are, I
want to know about it.
Paul Moyer: In the meantime a lot of people are wondering
if they’ll ever get clear skies and a clear answer.
Paul Moyer: “The legislation is
there. Therefore somebody is thinking about this. How does this make sense…?”
Laurie Kelly: “I don’t know. Maybe
they’re practicing.”
Paul Moyer: “…over Cedar Glen, over
Arrowhead?”
Laurie Kelly: “Ah, I guess you have to try it out before you
use it. I’m not sure.”

CALIFORNIA STATE
DEPARTMENT OF HEALTH DRINKING WATER TEST RESULTS
1984 - 2006
The California State
Department of Health, Drinking Water Division, Sacramento, California, collects
all of the water test data from every public drinking water source in the State
of California.
These tests are required
by the EPA and the State of California, due to possible health effects, when
various metals, herbicides, pesticides and other substances are found above
state or federal standards in drinking water sources.
1) A review of all water
tests in the State of California between 1984 and 2006 from results on this CD
was conducted over a six-month period. Every water test result over -0- was
analyzed and checked to find any unusual water contaminant data. The results of
this search yielded some unusual statistics here in Mendocino and several other
Northern California Counties.
2) It was discovered that
Barium, Magnesium, Lead, Manganese, Aluminum, Iron, Sodium, and Specific
Conductance (the ability of water to conduct a charge), were being found under
unusual circumstances in our drinking water supplies. Unusual spikes were
occurring in almost all drinking water sources in Mendocino County and in other
counties throughout the State of California.
Prior to 1990, these
spikes were not evident in drinking water tests results (most tests results
were -0-), unless there were historic levels in the water shown by test results
each year from 1984. The test results do show that in non-spike years these
contaminants were not found in most water sources. Why?
3) These specific spikes
started in 1991, and have continued in certain specific years through 2006. The
interesting part of these water spikes is that these contaminants almost always
spike at the same time and in the same year. If, for example, Specific
Conductance is high, then all or almost all the other test results are high at
the same time. (Other test results revealed that Boron, Silver and sometimes
Zinc were also present during these spikes in some water tests.)
The Albion Mutual Water
Company East Well, used as only one example, shows Specific Conductance spiking
in 1995, along with Magnesium and Lead. Again in 2001, Specific Conductance
spikes and so does Magnesium and Manganese. The years prior to and in between
these dates show -0- results. The Albion Mutual Water Company West Well, for
example shows all -0- readings until 1998, when Specific Conductance,
Magnesium, Sodium and Aluminum all spike.
The Calpella County Water
District has definite spike patterns of Magnesium, Barium, Iron and Manganese
in the years 1995, 1998 and 2001. The Covelo Eel River Charter School Well 01,
shows Magnesium, Barium, Iron, Manganese, Zinc and Specific Conductance spikes
in 1999 and 2001, with Specific Conductance reaching a high of 5,390.
In 1999, the Fort Bragg
CSP-Mackerricher State Park Lake Cleone Intake Supply Raw, water tests show
spiking in 1999 for Specific Conductance (1290), Magnesium (20), Chloride
(325), Barium (54) and aluminum (64). Note that test results are in parts per
billion. What is interesting is that Iron(1600 ppb) spikes in 2001, along with
Manganese (2200 ppb), in this raw water supply.
The unusual part is that
these water test results are consistent in almost every single public drinking
water source in all of Mendocino County, whether in Ukiah, Fort Bragg, Hopland,
Laytonville or Willits. The spikes are consistent in some years, vary in parts
per billion (ppb), but show that something unusual is happening to the air in
Mendocino County which is impacting the quality of our water. Since these
diverse water sources are not connected it is believed that air pollution is
the major source of these contaminants in our drinking water supplies.
4) Why are these spikes
only found since 1994? Why do these contaminants only spike as a group and not,
in the majority of cases, independently of one another? And why is every single
public drinking water source showing some form of this spike pattern? The
California Air Resources Board Statewide Summary for Iron, Aluminum, Iron,
Zinc, Manganese and Barium, also show positive air test results between 1989
and 2001. Our water test spikes appear to correlate strongly with California
Air Quality test results. Why?
5) What is causing these
water spikes in Mendocino County? How is this impacting the quality of the
water we drink? What impact do these spikes have on public health, the quality
of our water, our air, soil and trees? What is the source of these pollutants?
Industry, jet fuel emissions…what is happening in Mendocino County and in other
counties throughout California? There are many questions and few answers. Why
are the California Air Resources Control Board Air Testing Results correlating
in some respects with our positive water test results?
(In an article in the
Sunday, February
23, 2003, edition of the Sacramento Bee, written by
Chris Bowman, it was noted that Tungsten (not normally tested for in public
drinking water supplies), was found in Elk Grove, Sacramento, in drinking water
supplies, and in tests conducted on trees rings in that area as well. Similar
results were found in Fallon, Nevada and Sierra Vista, Arizona.
The trees tested in this
pilot project included Redwood trees and showed huge increases in Tungsten in
the past ten years in tree ring tests. It would be interesting to determine
whether Tungsten, a potential carcinogen may be found in Mendocino County
trees, air or public drinking water supplies.
6) Why hasn't the
California State Department of Health or the EPA taken action to find out why
we are having these water test results in Mendocino County, especially when
some of the test results are above both state and federal standards? If these
contaminants are being found in public wells in Mendocino County. Does this
mean that contaminants are also being found in private wells?
***Are similar patterns
found in Humboldt, Lake, Sonoma, Napa and other Northern California Counties? I
believe that the answer is yes! Why?

questions about these test results, this unusual spiking pattern and the

"Increased illness
linked to mystery powder"
More mountain patients
reporting sickness since yellow dust appeared

"The unexplained
yellow powder that mysteriously appeared in mountain communities last Dec. 7
and again in February has prompted The Alpenhorn News to further investigation
of the appearance of these aerial trails that many believe are the cause of the
increase in respiratory problems plaguing mountain communities.
Chemtrails, the visible
vapor streams left by low-altitude chemical spraying, have been under scrutiny
for more than seven years now, since the first appearances of the heavy white
streamers in the sky in early 1999. Despite the efforts of investigators, very
little information has been released to the public.
Locally, the issue
surfaced in early December when many mountain residents observed a fine,
slippery yellow powder on their cars and around the exterior of their homes.
Gretchen Sherman, who
lives in Cedar Glen, said she was concerned enough about the situation that she
notified the South Coast Air Quality Management District and the agency sent an
inspector to her home. The man took a sample, she said, and tentatively
identified the powder as cedar pollen.
However, a biologist told
this newspaper that December is not the season when cedar pollen normally appears,
and that when it does appear, in the spring, it does not “explode.” Several
witnesses said they had seen a yellow cloud “exploding” in the skies over the
Lake Arrowhead area prior to the appearance of the mysterious yellow dust or
powder.
Government officials have
repeatedly dodged the questions of concerned citizens and, when pressed, have
said the appearance of powder in other areas is nothing more than pollen.
People continue to become ill and high levels of chemicals continue to show up
in random testing of soil and water supplies, according to informed sources.
In the beginning, the
activities of chemtrail investigators were considered nothing more than
speculation. Scientists connected to these efforts were considered to be
conspiracy theorists. But with the increasingly visible presence of chemtrails,
many contend that the time has come for speculation to lead into knowledge, as
theory – and fears – are apparently becoming reality.
Witnesses have told this
newspaper that they have seen and photographed KC 135s and KC 10s, stripped of
any military markings and outfitted with what appears to be a “spraying
device.” Airport personnel and pilots have confirmed for this reporter that
some commercial airliners have also been outfitted to leave long-lasting
chemtrails. One former Air Force pilot, who wished not to be named, said,
“Yeah, we have them, but were not supposed to talk about it.”
The existence of
equipment capable of producing aerosol spraying has been demonstrated, and
senior Air Force officials acknowledge this capability, though they say its
purpose is pest control and fuel dumping.
But nonmilitary sources
say there are two major reasons for the use of such equipment – weather
modification and biochemical warfare. As more information is discovered the two
are appearing more like a single cause.
Community after community
continues to report that hundreds of people are becoming ill at the same time,
and these reports usually follow on the heels of times of heavy chemtrail
activity. In San Bernardino Mountains communities, three physicians, all of
whom asked not to be identified, have reported an increasing number of patients
being seen for similar illness since December.
Persistent hacking
coughs, upper respiratory and intestinal distress, pneumonia, extreme fatigue,
lethargy, dizziness, disorientation, splitting headaches, elevated arthritis
symptoms and unexplainable nosebleeds are just a few of the symptoms these
doctors have described.
These doctors have said
they are seeing larger numbers of patients with these complaints during or
within days after the times that the physicians themselves have observed a
larger number of chemtrails in the skies above mountain communities.
Ed Burrows, a pharmacist
who lives in Crestline, told The Alpenhorn News that he is seeing similar signs
of illness in himself. Since early December he has been suffering from a
respiratory ailment that has includes a “gooey phlegm” that, despite his best
efforts, he has been unable to relieve. Burrows said the issue is raising “high
concern” for him that his health may be “jeopardized.” Burrows said he “feels
that it is directly related” to recent chemtrail activity.
“Our government’s refusal
to level with the people indicates that whatever it is they are polluting our
environment with must be dangerous and/or unhealthy. There is no need to be
secretive if what you are doing is beneficial,” he said.
In an e-mail he sent to
this reporter, Burrows wrote, “As the former owner and pharmacist of the Lake
Gregory Pharmacy for more than two decades, this is the first time in those 22
years I’ve witnessed so many in our community suffering with respiratory
ailments with no apparent cause… Edward Burrows Pharm. D, RPh.”
Many respected
researchers are attributing these illnesses to toxic chemicals used in
government-sponsored weather-modification programs already in effect and
intended to minimize the effects of serious weather events such as Hurricanes
Katrina and Rita. Senate Bill 517, proposed by Sen. Kay Bailey Hutchison
(R-TX), would create a platform for future legislation that would allow for a
nationwide weather-modification advisory and research board to make large-scale
chemical alterations in our atmosphere. Authoritative sources say this is
already occurring.
High levels of barium,
aluminum and quartz have already been found in areas that have been reporting
heavy chemtrail activity. Those substances, though natural minerals, have never
been detected in those areas previously. For example, in portions of Canada,
one of the first countries to raise awareness of aerosol spraying, barium and
aluminum levels were found to be seven times above normal, according to media
accounts published in a Vancouver newspaper in 1999.
Since publishing the
story last week The Alpenhorn News has received requests for information from
organizations as far away as Chicago. Many of these organizations have said
they are having difficulty getting the news media to publish stories regarding
the kinds of chemtrails that have been recently spotted above the San
Bernardino Mountains."

"Public Health and Aircraft Emissions":
"Ultimately, EPA's principal concern in
evaluating and controlling (jet fuel) emissions is the preservation of human
health and, secondarily, the protection of public welfare
(including protection against damage to crops, vegetation, animals, and
buildings)...In particular, they have significant concerns regarding the effect
of NOx on local and regional environments. Tropospheric NOx has multiple environmental
quality impacts…contributing to ground-level O3 and PM, but also air toxic
concentrations, excess nitrogen loads to sensitive water bodies, and
acidification of sensitive ecosystems (EPA 1997a)." (PM = Particulate
Matter)

‘Ozone - Lung function impairment, effects
on exercise performance, increased airway responsiveness, increased
susceptibility to respiratory infection, increased hospital admissions and
emergency room visits, and pulmonary inflammation, lung structure damage.
(Examples of these effects are chronic inflammation and structural damage to
lung tissue and accelerated decline in baseline lung function.)”

disease, insect attacks, and harsh weather ...Ground level ozone can also kill
or damage leaves so that they fall off the plants too soon or become spotted
and brown...")

contribution towards ozone formation. NO2 is an important precursor to both ozone
and acidic precipitation, which harms both terrestrial and aquatic
ecosystems...NOx also plays a role in the formation of acid rain. Acid rain
causes surface water acidification and damages trees...NOx contributes to the
formation of particles in the atmosphere, with the resulting health and
visibility effects...)”

degradation and…safety effects for aircraft from reduced visibility. (PM is the
generic term for a broad class of chemically and physically diverse substances that
exist as discrete particles...over a wide range of sizes...PM may either be
emitted directly or formed in the atmosphere by the transformations of gaseous
emissions of compounds including NOx, VOCs, and sulfur oxides SOx...In addition
to the evidence found for health effects associated with aggravation of asthma
and increased respiratory illness, and that they may be chronic health effects
associated with long-term exposure to high concentrations of coarse particles
(FR, July 18,
1997)..."

reported to be associated with ambient PM, including premature mortality,

visual disorders, and memory impairment are among the immediate symptoms that
some people have experienced soon after exposure to some organics...At high
levels, VOCs can have a damaging effect on plants...VOCs that contain chlorine

(contrails)…”

Clouds. Extensive cirrus
clouds have been observed to develop after the formation of persistent
contrails. Increases in cirrus cloud cover (beyond those identified as
line-shaped contrails) are found to be positively correlated with aircraft
emissions..."
ADDITIONAL QUESTIONS
1. If JP-4 or
JP-8 Jet Fuel consists of a complex mixture of hydrocarbons, including poly
aromatic hydrocarbons (PAHs), naphthalene and benzene (a known carcinogen), how
will increasing jet fuel emissions impact public health?
2. When will our elected officials direct our local
air pollution districts to start testing our air for barium (salts), aluminum
(oxides), perchlorate, cadmium, manganese, magnesium, lead, iron, tungsten, and
carcinogenic poly aromatic hydrocarbons like naphthalene and benzene?
3. Are fine particles of aluminum oxide and other
highly refractive metals being released by jets over our state along with
aluminum coated fiberglass (Chaff)?
